Excerpt from The Apportionment of Traffic: Among Competing Railroads as a Means of Maintaining Rates During the last two years I have received many requests from students of the railroad problem, journalists, legislators, and persons interested in transportation affairs for copies of my views upon the "pooling" or apportionment of competitive traffic, as presented in my report on the Internal Commerce of the United States, published in the month of January, 1885. Recently the Interstate Commerce Commission has asked me for my present views upon the same subject. My report for the year 1885 has long since been out of print. I have concluded, therefore, to republish the chapter of that report in regard to Railroad Associations and the Apportionment of Competitive Traffic, together with an expression of my present views upon that subject.
