This provocative book argues that the United States is paying a high price for its dominance in the emergence of new chemical, biological, and nuclear threats. America's growing military, economic, and cultural preeminence motivates states to oppose American power through whatever means possible. Rogue states and terrorists can now obtain the technology to develop weapons of mass destruction. Only with the active cooperation of other states, especially U.N. Security Council members Russia, China, and France, can this threat be stopped. To get this cooperation, the United States will have to give up its " prompt retaliatory" nuclear war plans that if combined with needed limited antiballistic missile defenses, would give the United States a de facto nuclear first-strike capability and therefore absolute military dominance.
